It means being pro-active and anticipating potential risks before they happen by recognizing attack pre-cursors and issuing timely alerts.To prevent violence, we must remain focused on identifying people with violent intentions, not understanding them!

DO NOT focus on WHO: age, appearance, race, ethnicity, nationality, gender, language, or religion.
Instead pay attention to WHAT: behaviors and circumstances.
You can only identify a threat by observing or hearing about
suspicious activity. Pre-conceived notions, stereotyping and assumption are dangerously misleading. Avoid generalization and assess each threat separately.

Experience
Common sense
